Position Summary:
The Benefits & Retirement Specialist, under the supervision of the Benefits & Retirement Manager, is accountable for performing the transactional management, analysis, and review of the benefits & retirement modules in CORE-CT Human Resources Management System (HRMS) and Enterprise Performance Management (EPM) for CT State Community College, Charter Oak State College, and the System Office representing 6400+ non-represented Management/Confidential, unclassified and classified bargaining unit employees in the Connecticut State Colleges & Universities (CSCU) System.

Example of Job Duties:
Under the direction of the Benefits & Retirement Manager, the Benefits & Retirement Specialist is responsible for CORE-CT HRMS & EPM data processing, record collection and maintenance for all benefits & retirement transactional and data elements pertaining to CT State, Charter Oak State College, and the System Office through effective performance in these essential duties:

  • Collects, processes, and compiles CSCU benefits & retirement data through the application of the CORE-CT HRMS and CORE-CT Enterprise Performance Management (EPM) / STARS systems and in accordance with Management/Confidential Personnel Policy and Collective Bargaining Agreements.
  • Completes weekly, biweekly and monthly review of CORE-CT benefits deduction reports for the Colleges and System Office to maintain and ensure collection of appropriate benefits deductions.
  • Performs service and salary data collection and review through the use of CORE-CT EPM/STARS and in the preparation of standard and/or ad hoc HR reports, templates and data queries for use in retirement audits. Documents procedures for future reference and implementation of continuous process improvements and best practice initiatives in the collection, analysis, and presentation of data. Maintains an HRMS data repository and data integrity.
  • Participates in OSC and CORE-CT HRMS Team-sponsored training when appropriate and available.
  • Assists with retirement processing including total service time determinations, salary audits, document preparation and submission to the Office of the State Comptroller Retirement Services Division.
  • Assists with healthcare and state group life enrollments and data changes including open enrollment processing,
    benefits billing and Cobra notifications.
  • Assists with the processing of transactions in the CORE-CT On-Demand Module
  • Works with confidential employee information and is responsible for compliance with all applicable federal and state laws and regulations including but not limited to ACA, COBRA, IRS, FMLA and HIPAA privacy regulations.
  • Provides excellent and timely customer support to resolve employee questions/issues and exercises discretion when responding to inquiries.
  • Supports the Benefits & Retirement Manager in the pursuit and implementation of best practice benefits & retirement processing.
  • Performs other duties and responsibilities related to those enumerated above which do not alter the basic level and responsibilities of the position.

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:
Associate's Degree in Human Resources Management, Business Management, Public Administration, or a related field with one (1) year of prior experience in the principles, practices, and techniques of Human Resources or data analysis or equivalent combination of education and experience.

Incumbents are required to have demonstrated advanced knowledge and abilities in the following:

  • Demonstrated knowledge of CORE-CT HRMS Benefits Module and EPM/STARS.
  • Ability to utilize technology to access and analyze data and maintain records.
  • Demonstrated strong proficiency in the use and application of MS-Excel.
  • Ability to work with technical and non-technical personnel at various levels of the CSCU organization and communicate technical information in a clear and concise manner with demonstrated ability to modify content based on the audience.
  • Strong interpersonal, oral, and written communication skills, with the ability to deal effectively with a wide variety of individuals from diverse backgrounds and provide quality customer service.
  • Strong problem-solving skills including the ability to collect and analyze information.
  • Ability to interact with cross functional teams to exchange information, share ideas, and create a positive and productive team dynamic.
  • Ability to maintain confidentiality.

Starting Salary:
Anticipated Salary; $70,756 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
