The Benefits and Staff Development Manager delivers Human Resources (HR) solutions in a number of key areas. This position oversees benefits administration, off and on boarding of employees, worker's compensation, health and safety programs, tax deferred programs, health and wellness programs, CalPERS retirement, group insurance and other benefits related programs. This position is responsible for the oversight and development, coordination and presentation of training and development programs for all full-time employees and assess developmental needs to drive training initiatives. This position is responsible for the talent acquisition and onboarding of full-time employees.


Duties


Benefits Administration
o Manage and maintain all full-time professional staff and retirees' benefits including but not limited to retirement, health, dental, vision, life insurance, Employee Assistance Program (EAP), and Flexible Spending Account (FSA).
o Conduct open enrollment meetings and provide all employees with necessary information to make an informed decision in choosing benefits from available options.
o Processes insurance billing statements while ensuring accuracy and auditing where necessary.
o Maintain Human Resources Information System (HRIS) including processing new employees, changes (as it relates to medical insurance and retirement), and terminations.
o Serve as Liaison for medical insurance and retirement.
o Manage COBRA enrollments in coordination with payroll.
o Administer the 403(b) and FSA program.
o Manage and modify all benefits and leave forms.
o Maintain the Injury, Illness and Prevention Program (IIPP)
o Assist with worker's compensation completion and reporting of claims, research claims, and serve as liaison for the carrier.


Training and Development
o Identify training and development needs of the corporation through job analysis, surveys, interview, and consultation with directors, managers, and supervisors.
o Align training with ASI and CSUF's strategic plan.
o Design the annual employee development program for the corporation.
o Deliver and plan effective training programs.
o Oversee the evaluation of training materials to evaluate and measure results.
o Oversee the required compliance training for full-time staff ensuring timely assignment completions.
o Oversee the staff development budget for the organization.
o Plan and execute monthly staff meetings and semi-annual staff retreats.
o Assist with implement, and assess the ASI Antiracism, Diversity, Equity, and Inclusion Plan.
o Oversee the Diversity, Equity, and Inclusion Graduate Assistant


Recruitment
o Proactively manage the search process for full-time professional staff with hiring managers. Work with hiring manager to review and adapt job description, post job announcements, screen applications for minimum qualifications, create interview and reference questions and conduct reference checks.
o Work with the hiring manager to make sure the search committee is created and informed, coordinate candidate travel, scheduling interviews across departments, handle last-minute scheduling changes, create offer letters, conduct background checks, and ensure the search/hiring process is conducted properly and aligns with the documented process.


Onboarding
o Creates and maintains a cohesive and immersive onboarding process for full-time professional staff.
o Work with hiring manager and IT and ASI Administration to coordinate employee's technology and administrative needs.
o Coordinate and conduct new hire orientations that include the review of policies, employee safety trainings, and completion of hiring documentation. Review and certify of employment eligibility verification in compliance with laws and regulations. Maintain records and files accordingly.
o Maintain relationship with staff new hires to ensure success and proper onboarding.


Administrative and Communication
o Analyze, develop, and recommend appropriate personnel policies and recommend procedures for implementation of policies.
o Review policies and procedures regularly for compliance with Federal, State, and other applicable agency regulations affecting the ASI and its employees, review new legislation. Ensure amendments and revisions are implemented and distributed.
o Support communication with the creation and delivery of high-quality messaging that provides information in a simple yet compelling way.
o Seek and appropriately respond to employee feedback and identify employee concerns and overall employee satisfaction.
o Special projects as assigned.


Education:


Graduation from an accredited four-year university.


Experience:


Minimum five years of progressive, responsible human resources experience, preferably in education
Extensive knowledge of effective recruiting strategies
Working knowledge of employment labor laws, affirmative action, and compensation
Experience in conflict resolution, disciplinary processes, and workplace investigations
Experience with CalPERS insurance and pension plans highly desirable.


Knowledge, skills, and abilities:
Ability to understand and apply the principles, concepts and work processes, wage and hour laws, rules and reference materials pertinent to the professional operations of a human resources office.
Ability to clearly explain a variety of complex procedures and policies to students, staff, the general public and other campus employees.
Ability to effectively communicate and present clear and concise information in both oral and written form. Must be able to assimilate facts and information quickly and relate them to situations/circumstances in order to advise others.
Ability to listen effectively and identify issues/concerns, prioritize work to assure completion on a timely basis; anticipate the needs of the office and initiate action to accommodate those needs. Must be able to maintain the highest level of confidentiality.
Works effectively with coworkers, customers and others by sharing ideas in a constructive and positive manner; listening to and objectively considering ideas and suggestions from others; keeping commitments; keeping others informed of work progress, timetables and issues; addressing problems and issues constructively to find mutually acceptable and practical business solutions; addressing others by name, title or other respectful identifier and respecting the diversity of our work force in actions, words and deeds.


Additional Requirements:


Typical Working Conditions
Work performed in a temperature-controlled office environment. Maintain and deal with a wide variety of public contacts including campus officials, members of the Board of Directors, staff, students, and campus community.


Special Requirements:
Upon hire employment history, criminal, and employment background check will be completed.
First Aid and CPR Certification within three (3) months of employment.
Required to be a Limited Mandatory Reporter and sign ASI Mandatory Reporter Form.
