POSITION SUMMARY

The Human Resources Manager supports the Director of Human Resources in overseeing key HR functions, ensuring compliance with employment laws and CSU policies. This role supervises three benefited employees, with an emphasis on recruitment, onboarding, the Employment Status Form (ESF) process, performance management, employee engagement, and training initiatives. This role provides opportunities for leadership growth and development, with a pathway toward Assistant Director-level responsibilities.

Examples of Duties


ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
  • Oversee ESF (Employee Status Form) processing and ensure timely and accurate documentation. Respond to audit requests and provide supporting documentation as needed.
  • Oversee and ensure compliance in recruitment processes, including hiring protocols and best practices.
  • Assist with employee relations including initial intake, conflict resolution, performance management, and coaching employees and managers.
  • Supervise and support HR employees (HR Assistant, HRIS Analyst, and Recruitment Specialist), providing mentorship, training, and performance evaluations.
  • Manage training and development programs to support employee growth and compliance with federal, state, and CSU regulations.
  • Ensure completion of 90-day and annual performance evaluations through effective oversight of the performance management system
  • Manage the online applicant tracking system, including upgrades and system customization.
  • Support employee engagement initiatives, including training and events.
  • Provide guidance to campus-wide constituents on HR policies, processes, and procedures.
  • Serve as a back-up to the HR Director in conducting exit interviews.
  • Identify and recommend improvements to internal standard operating procedures, including team and morale-building initiatives.
  • Ensure HR audits, reporting, and compliance measures align with university policies and employment laws, responding to audit requests as needed.
  • Assist the Director of HR with employee disciplinary meetings, terminations, and investigations.
  • Analyze and apply HR best practices to support organizational goals and workforce planning.
  • Make presentations to diverse audiences on various HR-related topics, including management.
  • Maintain knowledge of emerging HR trends, regulatory changes, and best practices in human resources, talent management, and employment law.
  • Participate in university-wide and systemwide auxiliary HR committees as needed.

  • Strong communication skills, with the ability to present HR policies, programs, and best practices to diverse audiences.
  • Ability to work collaboratively across departments.


Qualifications


MINIMUM QUALIFICATIONS
  • Education and Experience:
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of three (3) years of experience interpreting and applying HR principles, policies, or related subject matter.
  • At least two (2) years of experience in a supervisory or leadership role.


DESIRABLE QUALIFICATIONS
  • Master's degree in Human Resources, Business Administration, or related field.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Experience working in higher education or a non-profit organization.
  • Familiarity with auxiliary organizations and their role in university operations.
  • Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.

The annual salary range for this position is $75,000-$85,000. Classification: Grade 7, Management. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
